Bear, a 24-year-old defenseman, scored eight points (two goals, six assists) in 43 regular-season games and was held without a point in four Stanley Cup Playoff games last season.
"Ethan is a young, right-shot defenseman with offensive upside," Hurricanes general manager Don Waddell said. "We're excited to add him to our team as he continues to grow as an NHL player."
A fifth-round pick (No. 124) by the Oilers in the 2015 NHL Draft, Bear has scored 33 points (eight goals, 25 assists) in 132 NHL games and is without a point in eight playoff games. He has one season remaining on the two-year contract he signed with Edmonton on Dec. 29.
Foegele, a 25-year-old forward, is a restricted free agent. He scored 20 points (10 goals, 10 assists) in 53 regular-season games and two points (one goal, one assist) in 10 playoff games last season.
A third-round pick (No. 67) by the Hurricanes in the 2014 NHL Draft, Foegele has scored 68 points (35 goals, 33 assists) in 200 NHL games and 12 points (seven goals, five assists) in 33 playoff games.
"He comes from a really good program," Holland said. "In Carolina, they've done a lot of winning the last two or three years; they've been a good regular-season team, they went to the final four a couple of years ago. He's a big, strong guy (6-foot-2, 198 pounds), he can skate, he goes to the blue paint, he's dependable."
The Oilers on Wednesday re-signed defenseman Tyson Barrie to a three-year contract and signed defenseman Cody Ceci to a four-year contract and forward Zach Hyman to a seven-year contract.
